Pondering the head sea-cock

The sea-cock under the head, the one used for the outlet, is pretty darn stiff. This was noted on the survey, and the prior owner indicated that they had addressed this issue (I assume by putting grease up the hole from the outside while she was on land). However, K can’t operate it, and my Dad had issues operating it too. In fairness, I have to exert more force than I’d expect. It doesn’t help that it’s in a hole that I can’t easily fit two hands in to, and that the only way to operate it is to kneel down.

At the very least, I need the plastic caps installed on the jubilee clips so I stop scratching the back of my hand. I’m also wondering if that sea-cock is actually fully closed, because that handle doesn’t look like it’s at 90 degrees to the pipe. Also looks like the whole area could use a bit of a spray to kill off anything that might be lurking in the black spots. I may well have to dry out on the club slip to test whether that sea-cock actually closes the whole way; I’d prefer to not take the jubilee clips off and find the sea rushing in.
